Public debate on the Proposal of the Program for the Reform of the Local Self-Government System in the Republic of Serbia

The Ministry of Public Administration and Local Self-Government, in the process of preparing a public policy document regulating the reform of the local self-government system, is conducting a public debate on the Proposal of the Program for Reforming the Local Self-Government System in the Republic of Serbia with the Action Plan for 2021-2023.

The public debate on the Program Proposal will be held in the period from March 1 to March 22, 2021.

The Ministry invites representatives of competent state bodies, bodies of the Autonomous Province, bodies of local self-government units, experts in this field, business and civil sector, non-governmental sector, academic community, as well as other interested parties to take part in the public debate and give comments, suggestions, and proposals.

During the public debate, remarks, proposals and suggestions can be submitted to the Ministry of Public Administration and Local Self-Government by e-mail to: jelena.tomasevic@mduls.gov.rs or by mail to the address: Ministry of Public Administration and Local Self-Government, Birčaninova 6, 11000 Belgrade - with note on the envelope: "Proposal of the program for the reform of the local self-government system in the Republic of Serbia with the Action Plan for the period 2021-2023.

In addition to the comments that will be sent to the Ministry in writing, as part of the public debate, two online meetings will be held, on March 10 and March 17, 2021, both starting at 12:00. Interested participants can register at the e-mail address: jelena.tomasevic@mduls.gov.rs, no later than two days before the meeting (i.e. no later than March 8 for the meeting scheduled for March 10, and no later than March 15 for the meeting planned for March 17). ) in order to obtain access data in a timely manner.

The Standing Conference of Towns and Municipalities will provide support for the organization of the meeting that will be held on Wednesday, March 17, 2021, and which includes informing and inviting employees and representatives of local self-government units to take part in this public debate. Please note that both meetings are open to the public and all stakeholders.

Upon completion of the public hearing procedure, the Ministry of Public Administration and Local Self-Government will analyze all remarks, proposals, and suggestions of the participants in the public hearing and prepare a report on the conducted public hearing within 15 days from the end of the public hearing, i.e. no later than seven days before submission to the Government for decision-making, publish it on the website of the Ministry of Public Administration and Local Self-Government and on the E-government portal.

The process of preparation of the Proposal of the Program for Reform of the Local Self-Government System in the Republic of Serbia and the Action Plan for the Implementation of this Program was supported by the projects "Support to the Implementation of the Action Plan of the Public Administration Reform Strategy - Local Self-Government Reform 2016-2019" and "Local Self-Government for the 21st Century". These two projects are implemented by the Ministry of Public Administration and Local Self-Government in cooperation with the Republic Secretariat for Public Policies and the Standing Conference of Towns and Municipalities, with the financial support of the Government of Switzerland and the project "Institutional Support to SCTM - Third Phase", implemented by the Standing Conference of Towns and Municipalities with the financial support of the Government of Switzerland.
