SCTM developed models of sector agreements to establish Inter-Municipal Cooperation

With the adoption of the Law on Amendments to the Law on Local Self-Government in June 2018, opportunities for the development of inter-municipal cooperation (IMC) have been enhanced by establishing a systematic normative framework for it. Considering that IMC can contribute to both the improvement of local self-government services and savings in their implementation, the SCTM has for years advocated such legal solutions and has reached full agreement with the Ministry of Public Administration and Local Self-Government (MPALSG).

The full implementation of the IMC, which would contribute to these goals, also required the involvement of the SCTM, which, in close cooperation with the competent republic authorities, primarily MPALSG, undertook a number of activities to support local self-government units for the implementation of the IMC.

The SCTM has developed a "Methodological Instruction for the Development of Inter-Municipal Cooperation Agreements", the purpose of which is to standardize future organizational forms of IMC, in order to fully comply with the new provisions of the Law and to serve the basic goals of IMC. Based on this guidance document, and with the aim of encouraging LSGs to access IMC, as well as facilitating standardized proceedings in this area, the SCTM has now developed a number of sector agreements models for establishing IMC in several areas of local self-government: Attorney General, Local Ombudsman, Energy Manager, emergencies, and six inspections (communal, road, traffic, educational, sports and tourist).

This activity was implemented within the project “Institutional Support for the SCTM - Phase Three” implemented by the SCTM and supported by the Government of Switzerland.
