The final conference of the project

The final conference of the project "Only legally completed public property is good public property", which was implemented by the City of Subotica and the municipality of Senta, was held on September 14, 2020 in Senta. The project, with the value od 240,095 euros, was implemented within the grant scheme of the Exchange 5 program, funded by the European Union, and implemented by the Ministry of Public Administration and Local Self-Government in cooperation with the Standing Conference of Towns and Municipalities (SCTM) as an implementing partner. The contracting authority for all grant scheme projects is the Ministry of Finance, i.e. the Sector for Contracting and Financing Programs from European Union Funds.

Rudolf Cegledi, Mayor of the municipality of Senta, said on this occasion: "We have about seven thousand illegal buildings. Of that, the municipality has about 1,800. We managed to fix 660 of them and record them. In addition to buildings, there are roads, sidewalks, various canals. We believe that this is a very important task of the municipality, because with what has been recorded, we can legally manage, apply, find donors, which means that we have more revenue in our budget".

"We have a big shift in the sense that, specifically in Subotica, out of 250 illegal public buildings we managed to legalize 88 buildings within this project, in addition to legalizing 50 buildings that we financed ourselves", said Zagorka Panic, Assistant Mayor of Subotica and Project Manager.

Djordje Stanicic, Secretary General of the SCTM, pointed out that the implementation of such a specific project is of great importance for all local self-governments.

"Determining the real condition of local self-government property is a precondition for applying for the implementation of projects, and that is the initial position we did not have until the adoption of the Law on Public Property", said Stanicic, adding that this is one of the ways to promote local economic development.

Mr. Stanicic emphasized the importance of the support of the Mayor of Subotica and the Mayor of Senta to their project teams, as well as the support provided by the project team of the Exchange 5 program from the SCTM in the implementation of this and other projects under the grant scheme.

The project in Senta improved the capacities of the organizational unit for property management, held four specialized workshops for local officials with the aim of improving knowledge in the field of municipal property management, and the IT equipment for the collection and updating of property data in the field was procured.

During the field work, data on the property of the Municipality of Senta were collected, verified, analyzed and updated for a total of 659 facilities, and at the same time technical drawings were made for all these facilities and stored in the municipal property database. Data on municipal property are entered in the central register kept by the Republic Directorate for Property (RDI), and by the end of the project, the registration of at least 659 units in the Municipality of Senta will be confirmed.

Data on 852 units of property (facilities and land) of the City of Subotica were entered in the central register of RDI as part of the regular activities of the organizational unit for property management, while an assessment of market value for 28 facilities and 2 plots of agricultural land in public ownership was made, as well as entering of these values in the records of the Municipality of Senta.

Within three months, geodetic services were implemented and the project-technical documentation for the process of legalization of 50 buildings, flooring of 15 and deletion of 23 buildings in Subotica (88 in total), as well as legalization of 20 buildings, flooring of 20 and deletion of 8 buildings in Senta was completed (48 in total). A legalization procedure was initiated for a total of 70 buildings, as well as flooring for a total of 35 buildings in Subotica and Senta, and a total of 31 buildings in both local self-governments were deleted.
