Workshop on program and capital budgeting and preparation of budget decisions for 2020

The Standing Conference of Towns and Municipalities (SCTM), from 16 September to 9 October 2019, organizes 12 regional workshops to support towns, municipalities and town municipalities in program and capital budgeting and preparation of budget decisions for 2020. The organization of the workshops is carried out within the fifth phase of the Exchange Program, funded by the European Union, and implemented by the Ministry of Public Administration and Local Self-Government in cooperation with the Ministry of Finance and the SCTM.

Workshop participants will be advised of improvements identified as necessary for a more consistent and qualitative implementation of budget classifications based on an analysis of LS budget decisions, findings of the State Audit Institution, and recommendations based on experience with the pilot LSG within Exchange 5. Workshop participants will be introduced to the Law on the Planning System as well as by-laws introducing significant changes in the LSG planning processes. Also, the Regulation for the management of capital projects adopted in July 2019 will be presented within the framework of the workshops, i.e. the novelties that it brings in application from 2020 when it comes to the planning of public investments. In addition, as in the previous three cycles of program budgeting, the LSG will have additional supporting and instructional materials at their disposal, and this time, among other things, will focus on organizing a public discussion process in preparation of the LSG budget decision.

It is planned to include 100 participants per workshop according to the following recommended distribution - 10 participants from towns and 5 from municipalities.
