The project “Health for All”, one of five projects supported under the European Union programme for integrated territorial development in Serbia – EU INTEGRA, implemented in partnership with the Ministry of European Integration, was presented on 25 May 2026 at the SCTM Health Network meeting, “Public Health at the Local Level in the Republic of Serbia and Regional Experiences”, held at the Metropol Hotel in Belgrade.
As one of the projects supported through the first grant scheme of the EU INTEGRA Programme component implemented by the Standing Conference of Towns and Municipalities (SCTM), the “Health for All” project was presented as an example of a territorial partnership aimed at improving the accessibility of emergency medical services.
The project is jointly implemented by the City of Pirot as the lead partner, in cooperation with the municipalities of Dimitrovgrad, Babušnica and Bela Palanka, with the objective of improving the organisation and accessibility of emergency medical care through strengthened inter-municipal cooperation and a more effective response to citizens’ needs.
The model of inter-municipal cooperation developed through the project was presented by Miloš Colić, Deputy Mayor of the City of Pirot, Dr Vladica Dimitrov, President of the Municipality of Dimitrovgrad, and Milan Iskrenov, Assistant to the President of the Municipality of Babušnica, who introduced the concept of a joint emergency medical services system.
The SCTM Health Network meeting provided an opportunity for representatives of local governments, institutions and the professional community to exchange experiences and learn more about the integrated territorial development approach, which promotes cooperation among local governments in addressing shared development challenges and improving public services.
The total value of the project amounts to nearly EUR 1.9 million, of which almost EUR 1.5 million is provided by the European Union in grant funding through the EU INTEGRA Programme.
The EU INTEGRA Programme is funded by the European Union with a total value of EUR 15 million, with the objective of supporting integrated territorial development, strengthening local government capacities and implementing concrete development initiatives that contribute to sustainable local development and improved quality of life for citizens, in line with the principles of European Union Cohesion Policy.
The Programme is implemented by the Standing Conference of Towns and Municipalities (SCTM) and the United Nations Office for Project Services (UNOPS) in cooperation with the Ministry of European Integration. Through the first grant scheme of the EU INTEGRA Programme, five integrated projects have been supported, focusing on improving citizens’ quality of life, strengthening local public services and promoting sustainable development across different parts of Serbia.
